[1.15] Silk Current

The Silk Current robe seems to be extremely underpowered relative to its Lightning-oriented counterpart. This appears to be either due to the item being set far too low in power, or because it's assigned to drop off of far higher enemies than it's supposed to(I got it as a drop from one of the four orb guardians in the slime tunnel.)

Tier 1 vs. Tier 4.

Compare items within tiers, not across them.

Silk Current has a drop range of 1-15. It shouldn't have dropped there.

Yeah it's really weird that it dropped there; that's not the area it should be appear in at all.

Could we have certain artifacts that can drop from a wide range of enemies, and scale with enemy level?

Using this situation as an example, because the Silk Current dropped from someplace I haven't been in yet (and therefore high level, as I only just got an archmage to the point of two-way travel), it would have higher stats than if it had dropped, say, in Trollmire.
