at the moment, the tactical ai is only BUFF and DEFEND.
Strictly speaking, the tactical ai value of both values should vary according to whether Feed Strengths and or Feed Power passive talents are present.
Not sure how to program that though. There are examples of variable tactical weightings in some talents.
