[1.0.4] Arcane Power doesn't work

Start an Archmage, activate the Arcane Power sustain, spellpower doesn't change.

I don't have this problem on 1.0.4

I noticed on a lvl 21 character, and then tried again on a lvl 1 and it happened both times.

This may have turned out to be an Infinite 500 issue. Sorry.
