Arcane Power talent not working as advertised

The description of the Arcane Power talent on my dwarf archmage claims it increases Spellpower by an amount ranging from 5 (with 1 talent point invested) to 20 (with 5 talent points). However, when activated, according to the character sheet, the increase to spellpower is in fact only 2 points (with 1 talent point) to 7 points (with 5 talent points).

Powers and saves have diminishing returns - the Advanced Tutorial is badly out of date, but still explains this.
