[RC1] Borders not displaying (NEVERMIND)

Seeing a glitch where the colored border isn't displaying around NPCs. It appears when I use a targeted power, then vanishes again.

Have you made sure to toggle tactics mode around a bit? S'either shift or control t, iirc. This is just to make sure it's something non-minor, o'course.

It's Shift-T, and I added that one to the FAQ recently after someone else had the same issue in the in-game chat.
