[b43] lore popups displayed behind shop window

When an artifact is found in a shop, the lore for the artifact is displayed behind the shop dialogue. A result of this is the tooltips no longer work in the shop until you leave the shop and then close the lore popup. So, lore popup should be in front of the shop dialogue.
