I believe that I've found a solution to wands being generated without egos. I think what is happening is that the wand is forced to choose from only the greater egos, finding none, then being generated without an ego attached. If one of the suffixes is changed to a greater ego, generating a suffix will not fail when it is forced to choose a greater ego.
The same could be done with Inscription egos, though they are much less of a problem.

The fact that we are going to completely remove all non-artifact wands soon makes this moot; hopefully.
