After triggering my Movement rune, I realized the skeleton archer a few squares away was still acting fast enough to potentially hit me even while sped up, so I tried putting on my shield but that broke the speed boost...

Is this the desired behaviour? I know it says "any other action besides moving", but still..

Yes, I think that's how it's supposed to work. It's an action other than moving.

That's why I have a phase door or teleport rune.
