[b30] Keys overlapping with control ally 6-8 don't work.

I assigned my function keys, F1-F12, to hotkeys 13+.

I didn't bother to change them from the 'control character' keys, and while I didn't notice it, F1-F8 remained bound to 'control character 1-8'

Oddly, F1-F5 worked fine. F6-F8 would work with the skill / inventory screen open (so I could assign them by selecting something and hitting the key), but if I tried to use them from the main game screen, nothing happened.

Assigning control character 6-8 to other things made them start working properly. Bizarrely, as I noted, F1-F6 were unaffected despite overlapping in the same way.

Obviously something is buggy here, though I'm not sure which part it is.
