[b31] Rain sound with weather effects disabled
I'm not sure if this is new with b31 or if I've just never noticed it, but on my last trip through the Old Forest I heard what sounded like rain falling despite having weather effects disabled.

Yeah, there's also a nearby place to OF that has ambient sounds too. I don't like those ones, but then I scare easily. 
Weather effects in your context refers to graphical effects, no? From a certain perspective, you've simply elected to ignore the weather's presence, but you haven't turned the weather off. It's still there, but you're ignoring it. I suppose for cohesion purposes turning weather off should turn rain sound effects off though.
