Shadowblades and stealth

I do not think this is a bug but I am reporting it in case it is. I just found a cloak that raises my stealth "power" and I noticed when I examine the stealth skill it does not boost stealth efficiency (and no, the max efficiency that I seem to be able to reach which is 30 I am not at right now). Is this separate? Or just a hidden stealth level?
