There's a separate bug where Hate abilities don't become active until the turn after you get enough Hate for them. This isn't that; I'm not gaining Hate in that screenshot, and it was grey on the previous turns too.
I've also noticed my Hate abilities sometimes costing a LOT more than their listed cost.
