[b19] Blastwave - multiple bugs

Grabbed Blastwave from the Wildfire tree on an Archmage. When I cast it,
  • It takes no mana.
  • It takes no time.
  • It does damage to just one monster in range instead of all.
  • It has no visible graphical effect. (That may not be a bug.)

Additional info: when cast with no monsters in range, I got the visual effect and the cooldown and all that. When cast thereafter with monsters in range, sometimes it acted properly, and sometimes it did the thing I described above. Very odd bug.
