Merchant Quest should fail but doesn't

There are 2 outcomes here.

1) Rescue merchant and complete quest
2) Complete quest fail to rescue merchant

Both qualify as quest complete. This is not a bug.

I think the quest log should note if you managed to save him or not though. It's rather an important element.
