Summertide Phail won't regenerate charge...

I'm playing a corruptor and after I use SP once, its charge doesn't regenerate normally....

Checking the code and it doesn't seems to have any special behavior toward Corruptor...(checking the world-artifacts.lua...)

Can anyone help? Or is this an intended behavior?
Why can't TOME 4 has a secret room where you can represent game bugs as, well, enemies you can crush like in Divine Divinity? That would be cool...

I saw this in beta 15b. Is it still happening in 16?
