NPC frozen despite 100% cold resistance

I hit a polar bear (with 100% cold resistance) with an icy weapon, and it was frozen:

I believe the imagery is previously given is that Freezing is being encased in ice, so cold resistance can remove the damage but not the effect. If that is the case maybe the status message should be changed from "X is frozen!" to "X is encased in ice!"

I do like that change of description to better help people understand what is going on.
