I *think* I've seen this before, but I didn't find the thread, so here goes:
When finishing a repented Thief escort playing as Anorithil, I get the Cunning / Survival tree offered with 0.70 mastery. Point is, Anorithils have that tree - locked - at 1.10 mastery, so accepting that reward, if I really end up with the lower mastery costs me additional category points instead of giving me a reward.
I suspect however, that the text in the offer window is erroneous: It should read as a unlock to the tree, with the usual 1.10 mastery Anorithils start out with.

Its not a bug as far as I'm aware, but the general opinion is that if you take the tree option from escorts - and you have that tree already, it should raise the mastery by .1. If this will be changed is anyone's guess however.

Its not a bug that either the display "(0.70 Mastery)" is wrong - or that you actually get a penalty for taking a quest reward?
As I said, I'm not sure what happens when you select the Category unlock (In my example you 'just' need a Category point to unlock it for that class).
The +0.1 Mastery is something I saw suggested for Categories already known and unlocked.
