What is the bug? The Rod of Recall is supposed to be dropped by Bill now, and bosses now pull from world artifacts instead of a guaranteed drop, so it looks like everything is fine.

now i see it but its strange i beat Bill a few times since rev 1997 and its first time it occured(he dropped RoR) so i assumed its a bug.

You do avoid using quickbirth every time you update to a new revision? Playing SVN versions can invalidate savefiles and quickbirth files pretty fast. Best example was using quickbirth after the introduction of infusions. Now that was ugly...
