So, I just took out the Minotaur for the first time in a while, and he dropped a rather sizable loot. Eagerly, I grabbed up everything, and noticed two oddities.
First: The artifact he dropped, the true-art Steel Helm of Garkul came pre-identified but grayed out. No glowing, no fancy title, just "The Steel Helm of Garkul" in the dark gray of an unidentified object. Now, I suppose Mr Garkul's helm could just be that famous, but it struck me as odd.
Second: I found dwarven-steel speed boots. Yippee! I remember how gnarly these things were in TOME 2! Yahoo! Speed Boots!....
Oh wait...the speed is described as -20%
Minus? Minus??? MINUS?!?!?!? What on earth is this idiot minotaur doing running around with some boots of negative speed? Or does it refer to a decrease in time spend moving from place to place (time being relative and all that)...
Help is appreciated.
Partial IDed Artifact and negative speed?

Something like that.
It's a decrease in how much energy you use to move.

Re: Partial IDed Artifact and negative speed?
About that 'partially identified' Helm... Several True-Arts have unidentified names, that allow the experienced player to know what kind of Artifact he found. Other examples would be Yellow Boots, Frost Treads, or the two vials (the latter are already recognizable if you have the graphics turned on).
'glowing' and 'Rune-Encrusted' and so forth are always randarts.
