[b13] No Storming the City quest

No storm cloud over the peaceful town over Bree for my Berserker, and I think (but don't know) that it may be related to my out-of-order completion of dungeons, or perhaps my clevel.

This was the order for me: Trollshaws-->Old Forest-->Amon Sul-->Maze-->Peeked head in Carn Dum--> Peeked head in Ancient Elven Ruins--> THEN went into Bree for the first time.

By then, I was around level 20, and swinging a Cloud-like Sparking-and-Sizzling Mithril Greatsword and Lo, there was no Storm Cloud to Behold.

Now, I don't blame Ukris for backing off, as at his current power level my Berserker would've used the flat of his sword to send Ukris' head sailing to Mars, but no Rod of Recall for this character I guess

if you are over a lvl 20 you will not get this quest.
