A category point at level 20

In beta13, my Dwarf Berserker did not get a category point at level 20.
(I had gotten one at level 10.) Does anyone have the same problem?

I have gotten category points at levels 10 and 20, haven't gotten anyone to 30/40/50 yet. And please, can we have category points all the way up to 50?
