Seethe (Cursed) totally broken

Seethe is supposed to create Hate at the cost of Life, with a 400 turn cooldown.

What actually happens when you use it is: nothing, until you spend a turn. Then you get Hate, but do not lose any life, and the cooldown is never started. So you can just use it over and over to get as much Hate as you can accumulate.
