Phial of Galadriel - use?

Attempting to use the Phial of Galadriel, whether worn or not, seems to take a turn but do nothing else. I don't think I'm getting any light, and there are no messages, and it still says "costing 10 power out of 15/15" (whatever that means) in the item description.

It should have a light radius of 4...

Hum I just tested it, it seemed to work.
Does it says "Foo brandishes the Phial of Galadriel and banishes all shadows!" ?

I thought it didnt work for me too, and it turns out I was correct

that is what I get.

I normally ID artifacts by using them but I apparently used an id scroll for this one.

The passive light source part of it worked fine. But attempting to use (activate) it gave no messages, no effect. I didn't look for Lua errors, sorry. And of course that char's dead now.
