Aborting talent use still uses stamina and triggers cooldown
Pressing the key to invoke a talent that has a target (like Steady Shot) and then hitting ESC to abort it still consumes stamina and causes the talent to enter the cooldown period. (It does not appear to take time, though.)

Ah yes, it wont do it for spells, they dont work the same.
