Getting 1392 mana in 10 turns means i should get 139 mana each turn. I actually only get 11.9 mana per turn though. The 1168% is wrong. It should only be around 168% i think.

Not a bug, just the way the value is calculated. It basically takes your current mana regen then apply the modifier. So if you look at it when the rune is active like on your screenshot, it shows you 1198% of your current regen, which is already affected by your mana surge rune. Pass 2 turns and check the value again, it should show the correct much lower value based on the normal regen.
