Psyshot new scaling issues

Not sure if there should be a thread for these scaling issues or if the scaling will be fixed overall at once but saw someone mention it on Discord and figured I'd make a post about it, first level of Condensate now has a radius of 0(so it's single target), when it used to be 1. It also now takes 3 levels to get the radius 2 as a result, when it used to take 2 levels. Superconduction has the same issue, having a radius of 0 at lvl 1 and requiring 3points to get the radius 2 back.
