[1.6.7] Annihilator Rocket Barrage shots drain steam

As the title says, the automatic shots from Rocket Barrage drain 2 steam each from shooting with steam guns. Given that the sustain already drains 6 steam per turn that puts the total steam drain at 10 per turn, which seems excessive.
