Last Out can proc spell procs from gear (such as Spellblade, Prothotipe's prismatic eye etc)

Tendrils eruption can not proc them.

In short, on spell hit procs are generally not working correctly.

It is. It's same or similar attribution as the issue with Temp warden where their melee abilities won't proc spellprocs but ranged ones will.
