Burning Hex talent and debuff disagree on what they do

The Burning Hex talent claims that it damages enemies every time they use resources, and if they use a talent while hexed its cooldown will increase.
The Burning Hex debuff claims that when an enemy uses a talent while hexed, they take damage and the cooldown of the talent will increase.

These are different in important ways, not the least of which is that the according to the talent description the hex should cause an infinite effect loop vs Shield of Light until the target runs out of positive energy and interacts generally with sustains that incur costs for their use (e.g. Total Thuggery, Corona, etc). The debuff description would do none of those things.

It's a bad feel if a player spends one of their limited category points to unlock something according to its talent description (which can be seen before the category point is spent on Hexes) and then it turns out to be untrue. It isn't clear to me which of the two descriptions is true, but it's a problem that they differ.
