Overpowered + Clear Mind is a net negative?

Overpowered + Clear Mind is a net negative?

I have a steel torque of clear mind and an overpowered steel torque of clear mind. They have a completely identical effect, except the normal one has cooldown 40, and the overpowered one has cooldown 59. Suggest removing "overpowered" ego from torques of clear mind.
