Summoned skitterers while having the passive Zero Point Energy do not get frenzy. They get no buff to increase global speed, their base global speed is 100% (Should be higher based on talent level), and have no talent available to them to use a frenzy buff if that is the way it works.
Easy to test. Just use rifts with 1/1/1/1 in Demented/Rift until you get a skitterer rift. Inspect creature.
