1.6 beta 5 can't move camera down with a mouse

I can't move camera down with a mouse. It should be possible to move the camera to any direction by pressing the look button and then moving cursor to the edge of the screen. This way I can move the camera to any direction, except down. I can still move camera down by pressing look and shift+arrow down.
