I think I have the same issue.
Does it only appear during a loaded game, with the main menu and loading splash screens appearing normal?
If so, the only thing I've found is that you can switch to a lower resolution in game then back again to remove it for that game session.
I've got a Radeon GPU if that matters. Using gpu settings to force aspect ratio or full resolution does nothing.
