Rest + stair cooldown

Rest to full does not consider kill cooldown on using stairs something that should be waited over.

Similarly, I've noticed that rest also sometimes doesn't count the full cooldown of Rush or a racial talent as something to be waited through. I've only seen it on those talents, though.
