[1.5.3] No fortress energy accumulating...?

I've got the rod and have cleared several dungeons, and there is zero energy stored in the fortress

I really want the training facilities - what causes this bug?

Are you by chance using an APE to transmog items?
Because that doesn't generate energy.

ummm - i didn't think I was, but now that I tried the regular transmog, it is aquiiring energy - why on earth doesn't APE acquire energy? I can't see any reason not to. and if there is, the player should be warned, because it is used by default it seems.
