Online event achievements not pushing to steam

When you try to push achievements like Bearscape, Poosh etc., steam doesnt automatically give you the achievements of lower difficulties. I know this a known bug, but what I noticed today was it actually worked when I tried to push them on the character that earned them. I may not have explained this well, but I think the problem is the online event achievements not showing on "Everything" page on achievement tabs (of the game, not steam). They do appear on "yours only" tab of the achievements but disappear when you log out. So you can only push them right after earning and before logging out. This might also explain why "Ay ay captain" achievement appear multiple times even though you already earned it on the current character.
