[1.4.x] Eye of Winter proc damages thought-form

Thought forms are typically immune to dmg from PC, but the eye of winter ice talent dmgs the thought form, making it pretty much useless to use.

Not a bug, thought forms are only meant to be immune to mind damage from their summoner.

the only things thoughtforms are immune to are psychic assault talents, if not all mind damage dealt by the actor who the thought-form belongs to
and actually im not sure whether thoughtforms evade all psychic assault talents period or not, but ill assume that they don't
