so, i don't own embers so i cannot confirm it myself, but i found a video where i could read about the tinker tech category. (also, mentioned in the spoiler section)
when lvling the certain talent, you have 20% to gain a new tinker.
there is a chance (1 in 625) that you get 4 tech for 4 points.
and there is nothing abnormal about that.
the pert i am worried about, is unlearning.
sure, "talents that change the world in a permanent way cannot be unlearn"... assuming you exit the lvl up screen.
if you don't, you can remove and add again points again and again, re-rolling any number of times.
if coded wrong, you can give yourself all the tinkers, without spending a point into it.
has it been ensured that such abuse is not possible?

They can't be unlearned.
Re: potential not confirmed - infinite tinker?
at all? normally when it says they can't be unlearned, it only prevents you from unlearning AFTER you close the lvlup window.
if you don't close it, usually you can still unlearn it.
so are you saying that this ability is special, in that it cannot be unlearned AT ALL, even you don't close it?

You don't learn a free schematic until you close that screen.
