[EMBERS 1.0.0] Lingering Cloud seems not to be procing

As it said, the passive "lingering cloud" is supposed to burn your foes longer and regen steam, but it seems not to work.

EDIT : To be more precise, I did testing and the steam does regen faster, but it does not show on the display bar. It might me related to other issues signaled about upgraded steam implants not showing changes in regen.
