Attack speed penalty bug when wearing armored gloves

When one of my characters has heavy gloves (gloves that require armor training) their attack speed is reduced to 83% in the general tab. In the attack tab the attack speed is listed as 100%. My characters are using weapons too, so they aren't attacking with just the gloves.

I looked through the forums and I see that this used to be a bug and that it got patched a while ago. I'm not sure why it's happening to me now though. (http://forums.te4.org/viewtopic.php?f=38&t=40651)

I also did some testing in the training facilities. When using heavy gloves and a weapon and nothing else and only doing bump attacks I would miss a turn every 8 turns or so. I think that would indicate that the attack speed is being lowered and that it's not just a display error.

I don't think I've gotten any error messages regarding this bug.

SOLVED
Due to the joys of unemployment I was able to do some more testing. It turned out a mod was causing the problem. Charsheet Talents Improvement mod messed up the numbers. So turning it off fixed the problem. It looks like it's a mod for game version 1.2.3 and I'm guessing they patched the game after the mod came out.

there used to be a bug where if you were wearing the gauntlets, the displayed attack speed would be affected even if you were using a weapon. that however didn't actually affect the effecting weapon speed, if i remember correctly.

you can make some further testing whether its actual difference, or just display.
