[1.3.0b1] Gauntlet attack speed

Wearing gauntlets on an armed char (Bulwark) is still showing 83.3% attack speed on the char sheet. Taking them off restores the speed to 100%.

I'm not sure if this is simply a display issue, or if the speed penalty is actually being applied.

Apparently this issue was affecting talent speeds as well. Should be fixed in the source tree now.
