During my exploration of the alternate version of Daikara, i ran into one of the level filled with the huge monoliths each guarded by a "friendly" cultist.
After killing a cultist, the timer started but stayed stuck there , and killing more cultist didn't made it starting, so the event was simply bugged.
Later with the same character i ran again into a level filled with huge monoliths and their cultists in the Elven ruins.
I killed a cultist, the timer appeared, and this time it worked.
Once the countdown reached 0 i finally could fight against the boss of this random event.
I believe the bugged version of the event taking place in the alternate Daikara that is constantly under meteors bombarding the whole level, destroying walls and etc... made it possible one of the monolith/cultist may have got caught in one of those meteor rain and that bugged the event.
Because in the Elven ruins there's nothing destroying the dungeon level and there it worked without a problem

Confirmed in 1.1.5 as well - I've had this on two consecutive characters now, both of whom found cultists on Daikara 4 and had the timer stuck on 210.

Just want to flag that this still seems to occur in 1.2.3.
Currently on top of Daikara (4) where the cultists were there, and one of the cultist stones got destroyed. On attacking one, they all went agro, and indeed, the normal event happened on killing one next to its stone...but the timer came up and was stuck at 210 regardless of turns passing.
Just a guess: The timer might have some check on the monoliths being there, and Daikara's meteors break them, even if they spare the cultists.

I can confirm this bug in 1.2.5 as well, same set of circumstances as the others, alt Daikara with meteors, timer stuck at 210.
