[1.2.4]Brain storm talent doesn't work as intended

Hi I'm playing Higher Mind Slayer.

And while playing, I noticed that Brain Storm, one of the Psionic/Focus talent couldn't get benefit from spending talent point.

to be precise, the range and radius of this talent tooltip had been changed(from 2 to 3 for radius, 4 to 5 for range), but when I used this skill, range and radius was same as before skill level.
