Resolution Resets every time the game starts

Problem: Resolution resets to 688x388 borderless every time I restart the game. My desired resolution is 1920x1080 borderless. The change is reflected in the resolution.cfg file, so I figured if I made it read only that the problem would be fixed. However, even when the resolution.cfg doesn't change, the actual in-game resolution still resets to 688x388 borderless. If I change it back to 1920x1080 again, the game works perfectly fine, but its a bit of a hassle, since the 1920x1080 resolution option doesn't even fit into the 688x388 window. So I have to change the resolution twice to get it to 1920x1080.

Setup: I run Windows 7, dual monitor. One monitor has max 1920x1080, one has max 1680x1050. AMD graphics card drivers and game are up to date (1.2.3).

I've searched google and the forums, and am thus far unable to find a similar report. Any technical help would be appreciated, but I thought bug reports would be the appropriate place for such a post.
