Limmir disappears

Completed the gem quest, talked to Limmir to make sure that he can make amulets for me now, then recalled to Fortress to grab my Goedeleth Rock from storage. Came back and Limmir was gone. I searched the whole map and, just in case, the Gates of Morning too. He's just not there. Pretty bummed out because I got the unholy combination of gem tome, Goedeleth Rock, Windborn Azurite, and clean voratun amulet, but I guess those are all wasted now.
