Sandstorm targeting

Sandstorm is always cast centered on the caster, but the targeting menu only shows it when targeting a monster. Wouldn't it make more sense for a caster centered effect to be chosen from targeting the caster, not a distant enemy?

As in the Druid Sandstorm talent?
Its definitely a ranged talent.

I should have specified I was playing a runic golem, my mistake. I get no options for targeting, it just goes off around my character.

In which case, you must be playing an addon, as this ability is not in the vanilla game.
Post in the addon thread instead.
