1.1.3 AI doesn't move around other monsters to get at player

Issue: There's a pack of enemies after the player. One of these enemies is already adjacent to the player, and between the player and the other enemies. The other enemies have empty squares to move to that would bring them next to, or closer to getting to, the player. However, the enemies will not always take advantage of these squares to move closer to the player, even if there is no sound tactical reason (e.g. the enemy is a ranged attacker) to not do so.

Steps to reproduce: Download and load up this savegame. Press numpad-5 (or another key bound to 'skip turn'). Note how the one, sole drake hatchling adjacent to the player is holding up 5 other enemies that are simply standing behind it, even though the fight is happening in the middle of an wide open field.
