I made ??a new character and kill the boss at the first quest.
I pick up the Rod of Recall and used, but nothing happened. (also Can not move)
This phenomenon has continued even after the reinstallation.

The rod of recall takes 40 turns before it pulls you out of the dungeon - did you wait these turns? (I usually just hit 'r' to rest to wait the time out).
The no moving sounds like you might be overburdened - check you didn't pick up so much from the boss you're over your carry limit.

Rod of recall DOES NOT trigger when the turns are up, if you are currently overburdened. Which makes sense if you also can't move. This is to prevent people from trying to haul massive quantities of loot out of dungeons to world map, and then being unable to drop them on the world map, thus breaking the character.

I don't think there is any restriction against dropping (most) items on the world map. They are simply destroyed when you do, though. So being overburdened wouldn't break the character.

If that's the case, should overburdened characters be allowed to recall then? I know you 'technically' can get around it with the chest, but only withdrawing items you want to keep from the chest AFTER you finish recalling and the dialog comes up on it's own (Overburdened doesn't stop that), but if I try to recall and am already overburdened, the 40 turn countdown trips, then goes nowhere.
Granted, the only real reason to recall when overburdened would be dropping mass quantities of loot for storage in fortress, which can already be done as described above, so then again, I'm not sure.

I think it's better not to let you ror overburdened, considering you can't even walk at that point. Also you can't drop items on the world map, only destroy them.
