Zigur town broken?

Nobody in Zigur will talk to me, so I can't take the antimagic test...

I am a Cornac Cursed, I did accidentally inscribe the Rune of Reflection once, but I immediately replaced it with an infusion, and I still have the option of betraying escorts. I don't have any other magic abilities that I can see (and I wouldn't be able to betray escorts if I did...)

Is this a bug, or does inscribing a rune permanently forbid you from joining Zigur?

Inscribing a rune should not prohibit becoming a Zigur follower in the future, as far as I know.

What actually happens when you try to talk to the people in the town?
