Zigur Leader missing. Cant complete quest.

I went to go help derth, then i noticed that the zigur commander was missing. and i couldnt talk to anyone to complete the quest as i had already gone antimagic.

2 questions... Was everyone in town missing, and did the game crash/freeze?

Yes it did the 1st time i entered. And the leader is the only person in the town.
